They could have done what Wargaming does for their online game World of Warplanes. You can download the game version in either Normal Graphics or HD graphics. They both use the same accounts and servers, but one looks WAAAY better than the other.
It is not one server. There are dozens if not hundreds servers running the game. Fortunately, they are programmed "in-sync", so everything happens "in the same place". For instance in World of Warcraft, same thing was happening. Even if you played on.. let's say "Shatter" server, different locations were still located on different machines.
Also, graphics take no toll on the server (unless its physics, which there is nearly none of in ESO), so server does bear that load.
I, myself, am surprised at the graphics of ESO when I was playing in beta. It is much better than I expected.
You must keep in mind the fact that the game must run smooth for as many people as possible, so therefore, they got to reduce the graphics slightly.
I do not think you should worry about the next singleplayer TES. I am sure it will be good and is coming along just nicely.
Gotta keep in mind that the company that makes ESO is not the same that makes the singleplayer games.
As for the quality of ESO... I guess I will take a personal look this weekend.
At least not the kind of what Skyrim has: the ENB. Since it works by injecting a DDL file. Such things work fine with singleplayer games, but any online one will "bust" it right away.

I am looking forward to it myself and I have the same views as the ones you listed. Immersion, exploration and playing with friends.
Anyway, this might just be me, but I don't think I've ever seen/played a better looking MMO than TESO. I mean, I have a rather good GPU, so with all my mods on and the graphics on Ultra, no, of course TESO isn't as good as Skyrim. But on default graphics with a mid level PC, I'd say it's on par.
This was created in the time, when only very few in-game screenshots were released.
And the devs themselves said that the character models and the environment is NOT finalised by far.
However, I cant imagine it will be as beautifully detailed as in Skyrim, due to the MMO nature. And they must realised the simple reason why WoW was successful (partly), was due to the low computer requirement ^^
So, I guess they will do some balancing. I'll say we can tell when it comes near end of Beta that the graphics and stuff is final. Until then, its a fools errand to compare it and judge it.
